The City of Johnstown owns and operates a separate sanitary sewer system serving the City of Johnstown, Cambria County, Pennsylvania. The City Sanitary Sewer Collection System consists of approximately 520,000 linear feet of gravity sewer pipe. The pipe is mostly vitrified clay pipe ranging in size from 6" to 18" in diameter. There are approximately 3,100 sanitary manholes and 20 Sanitary Sewer Overflows (SSOs) including 14 active SSOs and 6 sealed SSOs within the existing system.
The City Sanitary Sewer Collection System conveys sewage to the Johnstown Redevelopment Authority (JRA) sanitary sewer (Interceptor) system for treatment at JRA's Dornick Point Sewage Treatment Plant in West Taylor Township, Cambia County. The Dornick Point Sewage Treatment Plant treats sewage from Johnstown and 19 other municipalities in the Johnstown area.
On July 14, 2010 the City of Johnstown entered into a Consent Order and Agreement with the Commonwealth of Pennsylvania, DEP to identify and correct deficiencies within its conveyance system that cause routine sanitary sewer overflows. The DEP ordered the City to implement a plan for rehabilitation to their system, ultimately preventing the discharge of sewage to waters of the Commonwealth through wet weather overflows.
The City has determined the best course of action to eliminate wet weather overflows and comply with requirements set forth by the DEP is to reduce infiltration and inflow by separating the private storm sewer flows from the sanitary sewer systems and replacing the existing vitrified clay pipe
The City of Johnstown plans to replace their entire sanitary sewer system with new pipe by open cut and/or trenchless methods. In addition to the installation of the new collection line, all existing laterals will be replaced within the public right-of-way from the collector line to the property line, and all manholes within the system are to be replaced. The City will perform pressure testing of the new collection lines and laterals and vacuum testing of the manholes within the public owned sanitary sewer system. The City will take the appropriate steps to insure that all current customers reconnecting to a new collection line perform pressure testing of laterals to maximize the reduction of I/I from the private sector. These steps will greatly reduce the amount of I/I into the system and allow flow to be conveyed more efficiently through the sanitary sewer system. The new sanitary sewer would be installed adjacent to the existing sanitary system as much as possible, allowing the existing sanitary sewer system to remain in-place and be converted into a storm sewer system. Properties/structures with illegal storm water connections to the original sanitary sewer could remain as long as all the gray water piping and the sanitary portion is reconnected to the new sanitary system and passes the pressure test.
