Real Estate Property Tax

Property owners in the City of Johnstown are required to pay real estate taxes on the real estate they own whether it is undeveloped (vacant) or improved. Exceptions may occur to this, and are determined by the Cambria County Assessment Department. The department is also responsible for determining the assessment value placed on individual parcels. The City of Johnstown Real Estate tax bills are mailed annually on or around 1st day of April each calendar year. The due dates are as follows (due dates may vary to comply with city ordinance):

  • Discount Amount (Discount 2%) due by May 31
  • Face Amount due by August 1
  • Penalty (10%) added on August 2

Tax millage rates are established by the individual taxing bodies. For 2016, the tax millage rates are as follows:

City of Johnstown 52.4821 mills ($52.4821 per $1,000 of valuation)
Cambria County 4.73 mills ($4.73 per $1,000 of valuation)
Johnstown School District 18.758 mills ($18.758 per $1,000 of valuation)

Business Privilege/Mercantile Tax

A business privilege and/or mercantile license are required for all business located within the City along with a corresponding tax. The tax rate is applied to gross volume after sales tax has been deducted. Some business may require both licenses/taxes. The breakdown is as follows:
